Environment Ministry implements quality grading system for solid fuel


The Ministry of Environment announced on the 26th that it will implement some revisions to the Enforcement Rules of the Act on the Promotion of Saving and Recycling of Resources, focusing on introducing a quality rating system for solid fuel products, starting on the 27th.

Solid fuel products are fuels made by processing waste vinyl and waste furniture, and are used as energy sources in cogeneration plants and industrial boilers instead of liquefied natural gas (LNG) or coal.

The Ministry of Environment has set and operated quality standards since 2013 to ensure safe use of solid fuel products. In addition, the quality grading system will be introduced to provide opportunities for voluntary improvement of quality.

The quality rating assessment is conducted at the Korea Environment Corporation (KOC) operated by the Korea Environment Corporation under the Ministry of Environment for solid fuel products that pass the quality standards.

After analyzing four quality standard items, including heat output, mercury, chlorine, and sulfur, and scoring 1 to 3 points each, the best is given if the total is 10 points or higher, the best is given if the score is less than 10 points, and the quality is given as good if it is less than 8 points. The validity period of the quality grade is about six months.

Quality grades of solid fuel products will be disclosed on www.srf-info.or.kr.

The Ministry of Environment will give the benefit of exempting quality inspection to facilities that use high-grade solid fuel products, such as best and excellent, to induce the manufacture and use of high-quality solid fuel products.

Meanwhile, the revision of the "Act on the Promotion of Saving and Recycling of Resources" stipulated that those exempt from waste levies and recycling obligations should prove their exemption, and a new procedure was also established to prove the exemption.

If a business operator who is exempt from the exemption, such as using less than 10 tons of plastic annually, submits a report on the settlement of accounts and documents to the Korea Environment Corporation to prove that he or she is eligible for the exemption, he or she can be exempted from waste charges or recycling obligations.
